Council comprises the Finance ministers of the donor countries, the Secretary General of the LAS, and a representative of the PNA

Committee composed of senior Government officials of the major donor countries (UAE, Algeria, Qatar, Kuwait, Egypt and Kingdom of Saudi Arabia) a representative of the League of Arab States (LAS), and a representative of the Palestinian National Authority (PNA).

Managed and Administered by the Palestine Trust Funds

An emergency Arab Summit was held in Cairo shortly after the crisis began, in October 2000, to establish vital funding support and financial mechanisms to help the Palestinian people and its once vibrant economy. A decision was taken by the Arab League States to create two financial mechanisms to provide immediate social and economic support as well as reconstruction funding for the Palestinian people in the short term and to strengthen the internal capacity of the PNA in the longer term. With a committed capital of US$1 billion, two funds were created – the Al Aqsa and Al Quds Funds. Both Funds were entrusted to IsDB to manage. In addition, the Arab funds has made a decision in Damscus 2011 to allocate yearly 10% of their annual profits In favor of the efforts exerted to alleviate the suffering of the Palestinian people.

The Al Aqsa Fund finances projects aimed at strengthening the internal capacity of the Palestinian economy in the long term and addressing the humanitarian needs of the Palestinian people in the immediate term focusing on projects which include humanitarian and emergency assistance, reconstruction of infrastructure facilities and development projects in all vital sectors of the economy.

Projects and programs that preserve the Arab and Islamic identity of Jerusalem and prevent its obliteration, and enable the Palestinian economy to develop its own capabilities and disengage from the Israeli economy and to confront the policy of isolation and siege. This can be translated into the implementation of projects in the housing and historical buildings sectors in the Old City of Jerusalem in particular, in addition to projects In the housing, education, health and tourism sectors in the Jerusalem area in general.

Development projects in all the Palestinian territories to develop the Palestinian economy and contribute to providing work for Palestinian workers and getting rid of dependence on the Israeli economy.

An inventory of the projects submitted to the bank by the Palestinian National Authority and the Palestinian NGOs, which the bank’s resources did not allow to finance.

Coordination with the financing funds that are members of the coordination group (the Arab Fund, the Kuwait Fund, the Saudi Fund, the Abu Dhabi Fund, and the OPEC Fund) to find out what projects and operations they have under study for the benefit of Palestine for the possibility of joint financing

Sending introductory missions from employees of the executive body, with the help of specialized consultants, as well as experts from member institutions of the Coordination Group, to prepare an integrated program for medium-term development and reconstruction for a period of 3-5 years, to be reviewed annually.

Providing technical assistance in the form of annual allocation grants from the proceeds of investment of liquid funds, at the rate of five million dollars, for example, to prepare projects that are identified and for which there are no technical and economic feasibility studies.

Seeking the assistance of a specialized consulting office to prepare a comprehensive study of the Palestinian economy to determine the needs and priorities and to suggest the best and fastest ways to achieve sustainable development for this economy and enable it to achieve itself and its independence from the Israeli economy.

Get to know the projects

Applications are submitted to the bank through the official channel designated by the Palestinian National Authority (the governor of the bank on behalf of Palestine or others). It is also possible to receive requests that are received directly to the bank from the official Palestinian beneficiaries. The request must be accompanied by a technical and economic feasibility study on the project. A summary that includes the project's objective, scope, costs, and economic and social justifications for it. In the event of a need to prepare a feasibility study, it can be financed from the resources of the Fund allocated for this purpose.

Submission of requests

The executive body studies and reviews the project file by its specialized experts and then completes the information and data it deems necessary by all available means - correspondence, field missions, communications...etc. After that, the project is presented to a technical audit committee that includes representatives of the fund’s executive body, the legal department, the administration Finance, treasury department, special aid office, operations department and then submitted to the management committee or the authority that authorizes it to take the decision according to the cases

Procedures for studying applications

nfrastructure projects managed by the Palestinian National Authority or charities and the like (universities and institutes) can be financed with a good loan without a service fee for a period of 25 years, including a 7-year grace period.

Production projects owned by the private sector can also be financed with a good loan guaranteed by the Palestinian Authority and at a service fee of 3% annually for a period of 15 years, including a grace period of 5 years.

Methods and conditions of financing

Direct payment to the contractor, consultant and supplier in accordance with the provisions of the contract signed with him and with the approval of the supervising consultant and the beneficiary.

Compensatory payment, in which the beneficiary pays from his own resources and recovers what he paid from the bank in return for providing proof of this, the receipt certificate, the payment deed…etc.

Payment under a letter of credit - especially for the supply of supplies and equipment, by the supplier opening a letter of credit with the bank that deals with it and sending the letter of credit format in encrypted telex to the Islamic Development Bank for confirmation, and the withdrawal is made in accordance with the terms of the letter of credit.

To simplify the withdrawal procedures, it is suggested to enforce each request to withdraw its license from the executive body of the fund and then the financial department. Or appointing a permanent mini-committee to approve withdrawal requests that includes representatives from the executive branch, the legal department and the administration finance to ensure speedy completion.

Withdrawal procedures

Based on the Bank’s practical experience in managing the projects it has financed in the Palestinian territories since its inception, as well as its experience in managing the generous grant approved by the Government of the Kingdom of Saudi Arabia for housing projects in the city of Al-Quds Al-Sharif, and guided by the general rules followed by the Bank in implementing projects it finances in member states and for the benefit of communities It is proposed to follow the following procedures for each of the two funds

Working on making good use of the resources of the two funds by identifying and preparing projects and operations eligible for financing in accordance with the procedures and policies approved by the management committee of the two funds.

Implementation of projects and operations financed by the two funds by following the ways and means that ensure efficiency in spending, quality in delivery and sufficient flexibility to achieve speed in implementation.

Coordination with national and regional financial institutions in the region as well as international institutions to attract additional resources to serve the objectives of the two funds.

Preserving the liquid assets of the two funds and investing them in the best means that accept an acceptable return with the least risk.

The Council of Arab Finance Ministers has entrusted the Islamic Development Bank with the task of managing the two funds in a way that ensures the proper use and development of its resources and in a manner that achieves the goals for which the two funds were established, titlely supporting the steadfastness of the Palestinian people, preserving the Arab and Islamic identity of Jerusalem and enabling the Palestinian economy to develop its own capabilities.

The criteria for evaluating project proposals were developed in a way that ensures the financing of projects that are consistent with the Palestinian national development plans that are highly sustainable and have the greatest impact on the Palestinian people as possible. It also takes into account projects that have financing opportunities from other parties, in order to give the largest number of projects the opportunity to access financing through the Al-Aqsa Fund. يتألف المجلس من وزراء مالية الدول المانحة ، والأمين العام لجامعة الدول العربية ، وممثل عن السلطة الوطنية الفلسطينية

لجنة مكونة من كبار المسؤولين الحكوميين من الدول المانحة الرئيسية (الإمارات والجزائر وقطر والكويت ومصر والمملكة العربية السعودية) وممثل عن جامعة الدول العربية (LAS) ، وممثل عن السلطة الوطنية الفلسطينية (PNA).

عقدت القمة العربية الطارئة في القاهرة بعد وقت قصير من بدء الأزمة في أكتوبر 2000 ، لإنشاء دعم تمويلي حيوي وآليات مالية لمساعدة الشعب الفلسطيني واقتصاده. فاتخذت جامعة الدول العربية قرارًا بإنشاء آليتين ماليتين لتوفير الدعم الاجتماعي والاقتصادي الفوري ، فضلاً عن تمويل إعادة الإعمار للشعب الفلسطيني على المدى القصير ، وتعزيز القدرة الداخلية للسلطة الوطنية الفلسطينية على المدى الطويل. برأس مال قدره 1 مليار دولار أمريكي ، تم إنشاء صندوقين - صندوق الأقصى وصندوق انتفاضة القدس. ووكل البنك الإسلامي للتنمية لإدارة كلا الصندوقين. كما اتخذت الصناديق العربية قرارا في دمشق 2011 بتخصيص 10٪ سنويا من أرباحها السنوية لصالح الجهود المبذولة لتخفيف معاناة الشعب الفلسطيني.

يمول صندوق الأقصى مشاريع تهدف إلى تعزيز القدرة الداخلية للاقتصاد الفلسطيني على المدى الطويل وتلبية الاحتياجات الإنسانية للشعب الفلسطيني على المدى القريب مع التركيز على المشاريع التي تشمل المساعدات الإنسانية والطارئة وإعادة بناء مرافق البنية التحتية ومشاريع التنمية. في جميع القطاعات الحيوية للاقتصاد

مشاريع وبرامج تحافظ على الهوية العربية والإسلامية للقدس والحيلولة دون طمسها ، وتمكين الاقتصاد الفلسطيني من تطوير قدراته الذاتية وفك الارتباط بالاقتصاد الإسرائيلي ولمواجهة سياسية العزل والحصار يومكن ترجمة ذلك الى انجاز مشاريع في قطاعات الإسكان والمباني التاريخية في البلدة القديمة من القدس بشكل خاص إضافة الى مشاريع في قطاعات الإسكان والتعليم والصحة والسياحة في منطقة القدس بشكل عام
